BOARD OF SELECTMEN
Regular Meeting
December 21, 2009
The meeting was called to order at 5:00 PM.  Present were Joe O’Brien, Raymond Dennehy, and Town Administrator John Lebeaux. Alan Sentkowski was absent.

FY10 Warrant #13
The Board reviewed and signed the payroll and vendor warrants from the Treasurer and Accountant.

Election Warrant – January 19, 2010
Raymond moved to sign the January 19, 2010 Special State Election Warrant to elect a new U.S. Senator. Joe seconded. All in favor (2-0).

Ice Storm Refinancing
John noted that TD Bank North won the bid as the low bidder at 1.17% for the ice storm borrowing.  Raymond moved to borrow $700,000 through TD Bank North. Joe seconded. All in favor (2-0).
The amount for the town is $200,000 and PMLD is $500,000.

Class II Agent and Sellers License Renewal
Raymond moved to approve and sign a Class II Agent and Sellers License for 2010 for Town Line Inc. Princeton Enterprises Inc. and Stephen Zottolli, dba SZ Auto.  Joe seconded. All in favor (2-0).

Liquor License Renewals
Raymond moved to sign a common victualler license for the following: Princeton Lounge, WAB as Sonoma, Norco Sportsman’s Club, Harrington Farms, Mountain Barn Inc., and Nimrod. Joe seconded. All in favor (2-0).

Raymond moved to sign a license as a retail package store for the sale of all alcohol beverages, not to be drunk on the premises for the following: Quik Stop and Princeton Vineyard & Hops. Joe seconded. All in favor (2-0).

Raymond moved to sign a license as a retail package store for the sale of wine and malt, not to be drunk on the premises for Mountainside Market. Joe seconded. All in favor (2-0).

Cemetery Deeds
Raymond moved to sell one cremation lot for $200.00, known as lot #51G in North Cemetery to Claudia J. Durand. Joe seconded. All in favor (2-0).
Raymond moved to sell one cremation lot for $200.00, known as lot #51A in North Cemetery to Kevin and Elizabeth Toohey. Joe seconded. All in favor (2-0).

WRSD – Need for Municipal Representative
John informed the board that a meeting will be held on January 28 by the WRSD to elect a municipal representative for collective bargaining.
Ball Hill Bridge Update
The bridge opened on December 16. John will send a thank you letter to MASS DOT and the contractor for completing work well ahead of schedule. The original completion date was July, 2010.

Emergency Medical Rescue at Wachusett Mountain
The board reviewed a letter from John Schumacher of Lancaster, expressing gratitude for the medical attention he received from Wachusett park rangers and Princeton emergency personnel.  

Meeting with Advisory Board
John reviewed details of the ice storm borrowing with the Advisory Board. The town received just over $1.3 million from FEMA reimbursements and $394,924 from MEMA. $700,000 will be borrowed through TD Bank North, with $500,000 on the PMLD side and $200,000 on the town side.  The term will be for six months.

The cherry sheet and local receipts were reviewed for the past nine years. There has been a dramatic downward trend in state aid with almost a 20% reduction for FY10 over FY09. Joe is concerned about the future of PILOT.  
John will continue to finalize the numbers. Joe will meet with Stan and Terry to discuss revenue projections.

There was discussion about the makeup of the CIP. Communication between the BOS, AB, and CIP needs improvement.  The CIP should be involved in meetings with the AB and the BOS to learn about the budget situation. The board will continue to talk about the makeup of the CIP.
